Strategic initiative to focus on sustainable future for Emirate’s maritime industry in cooperation with Dubai Supreme Council of Energy

Dubai Maritime City Authority (DMCA), the government authority charged with regulating, coordinating and supervising all aspects of the maritime sector in Dubai, has announced that it has initiated the Dubai Maritime Sustainability Program (MSP) in collaboration with the Dubai Supreme Council of Energy and DP World. The program is an extension of Dubai’s government vision for sustainable growth across all economic sectors while maintaining a sustainable future for the maritime industry in Dubai.
The groundwork for the program was initiated in 2011 with the launch of the Sulphur Oxide Emission Reduction Campaign for Ocean Going Vessels (OGV). It gained immense support from owners and operators of commercial marine vessels willing to adopt the policies aimed at reducing the sulphur content of any fuel oil used on their vessels.
H.E. Sultan Bin Sulayem, Chairman of Ports, Customs and Free Zone Corporation, President of Dubai Maritime City Authority, said: “The MSP initiative is targeted at strengthening the UAE’s maritime industry and will complement the larger Dubai Maritime Sector Strategy. By adopting practical steps to undertake some of the sector’s greatest challenges relating to social and environmental performance, DMCA’s new initiatives, along with the schemes that are already in place, will promote sustained growth of the shipping industry and ensure that it continues to play a valuable role in the nation’s economy.”
Following the success of the OGV campaign, DMCA commenced the Traffic Separation Scheme (TSS) in 2012. It was developed to facilitate proactive interactions between ships and ports to increase the efficiency of managing the feeder approaches to the port. In addition, the TSS program helped lower the risk of pollution and navigational accidents by enabling a transparent process for ship routing.
Meanwhile, the MSP is focused on understanding the impact of shipping on the environment, people and the future. Several new modules developed in line with the Dubai Strategic Plan will be added to the program over the next five years by DMCA and will be implemented in coordination with other public and private sector partners.

أعلنت "سلطة مدينة دبي الملاحية"، الجهة الحكومية المسؤولة عن عمليات الإشراف وتنظيم وإدارة مختلف الجوانب المتعلقة بالقطاع البحري في دبي، عن إطلاقها "برنامج الاستدامة البحرية"كتجسيدا عمليا لرؤية حكومة دبي لتحقيق نمو مستدام في شتى جوانب الاقتصاد المختلفة في الإمارة، ولضمان تحقيق مستقبل مستدام للقطاع البحري في دبي وذلك بالتعاون مع كل من المجلس الأعلى للطاقة، وموانئ دبي.
ويأتي هذا البرنامج ليستكمل الحملة التي تم إطلاقها في العام 2011 بشأن خفض انبعاثات أكسيد الكبريت الناجمة عن الوسائل البحرية والتي نجحت "سلطة مدينة دبي الملاحية" من خلالها في الحصول على دعم كبير من ملاك ومشغلي مختلف الوسائل البحرية التجارية لتبني سياسات خفض محتوى الكبريت في الوقود البحري المستخدم في تلك الوسائل.
وقال سعادة سلطان بن سليم، رئيس مؤسسة الموانئ والجمارك والمنطقة الحرة، رئيس "سلطة مدينة دبي الملاحية"، أنّ "برنامج دبي للاستدامة البحرية"يتمحور حول تمكين الصناعة البحرية في دولة الإمارات بما يتماشى مع أهداف الخطة الإستراتيجية البحرية، مضيفاً أن "سلطة دبي الملاحية"قد حرصت على إتّخاذ الخطوات العملية اللازمة لمواجهة بعض أكبر التحديات المماثلة على الصعيدين الإجتماعي والبيئي. وهذا من خلال إطلاق المبادرات الجديدة ومواصلة تنفيذ الخطط والبرامج القائمة والتي من شأنها دفع عجلة النمو المطرد في قطاع النقل البحري وضمان المساهمة الفاعلة في تنمية الإقتصاد المحلي والإرتقاء به إلى أعلى المستويات الدولية."
وفي أعقاب نجاح الحملة، عكفت "سلطة دبي الملاحية"في العام 2012 على بدء تطبيق "برنامج تنظيم حركة مرور الوسائل البحرية" (TSS)، وذلك عن طريق تعزيز التفاعل والاتصال الاستباقي بين السفن والموانئ لزيادة الكفاءة العملية في إدارة حركة الممرّات البحرية. كما وقدّم البرنامج آليات متطوّرة وشفافة لتوجيه حركة المرور البحري، بما أسهم في التقليل من خطر التلوّث البحري والحوادث الملاحية.
ويرتكز "برنامج دبي للاستدامة البحرية"في مضمونه على رفع مستوى الوعي حول تأثير النقل البحري على البيئة والإنسان والمستقبل. وفي هذا السياق، تعتزم "سلطة دبي الملاحية"وبالتعاون مع الشركاء والجهات المعنية في القطاعين العام والخاص، على تنظيم المزيد من المبادرات ذات الصلة خلال السنوات الخمس المقبلة إلتزاماً منها بتنفيذ الأهداف التي تصبو إليها الخطة الاستراتيجية البحرية في دبي.
